법원이 지정한 암호화폐 대출 플랫폼 셀시우스 파산 독립 심사관 쇼바 필레이(Shoba Pillay)가 보고서를 통해 “셀시우스가 최소 5억 5800만 달러를 들여 CEL 가격을 조작했다”고 전했다고 더블록이 보도했다.  보도에 의하면 필레이 심사관은 “셀시우스는 2018년 ICO(코인공개)에서 3억 2500만 CEL을 판매했다고 밝혔지만, 이는 사실이 아니었다. 셀시우스는 ICO와 비공개 토큰 세일을 통해 2억300만 CEL을 판매했으며, ICO를 통해서는 3200만 달러만을 조달했다. 아울러 셀시우스는 장외 거래를 통해 CEL을 판매하고 공개 시장에서 다시 이를 구매하는 등의 ‘플라이휠(flywheel)’ 전략을 사용, CEL 가격을 조작했다”고 주장했다.
